According to the Decree signed by National Leader Heydar Aliyev on 2 February 1997, 2 February is celebrated annually as Azerbaijan Youth Day. This significant day, established by his decree, reflects the high value placed on the role of Azerbaijani youth in society.

To ensure the successful implementation of state youth policy, Heydar Aliyev facilitated the formation of the necessary legislative framework in this field. The political course founded by him is successfully continued today by President Ilham Aliyev. Under his leadership, state youth policy gives impetus to the development of Azerbaijani youth and plays an important role in supporting their active participation in society.

To enhance the effective implementation of youth policy in the Republic of Azerbaijan, create conditions for the active involvement of young people in all spheres of society, support the realization of their creative and innovative potential, protect their health, increase attention to education and employment, and promote the effective use of modern information and communication technologies, several State Programs on youth have been adopted. The year 2007 was declared the “Year of Youth”; the Youth Foundation was established in 2011; the “Presidential Award for Youth” was founded in 2013; and the Development Strategy of Azerbaijani Youth was approved.

The “State Program on the Education of Azerbaijani Youth Abroad in 2007–2015,” approved by Presidential Order dated 16 April 2007, as well as the “State Program for 2022–2026 on the Education of Youth in Prestigious Higher Education Institutions of Foreign Countries,” have created broad opportunities for young people from all segments of society to study abroad. Within the framework of these programs, thousands of young Azerbaijanis study at some of the world’s most prestigious universities.

The youth policy implemented in Azerbaijan not only creates comprehensive opportunities for realizing the intellectual and innovative potential of the new generation, but also fosters a deep sense of patriotism. It was precisely this strong love for the Motherland that enabled Azerbaijani youth to shoulder the main burden of the fighting heroically and write a chronicle of victory in the Patriotic War, demonstrating to the world the determination of the Azerbaijani people.
