Elchin Efendiyev is one of the prominent representatives of modern Azerbaijani literature. The plot of his works consists of events characteristic of today, forcing the reader to think and experience. Uniqueness, originality, innovation, psychological depth and accuracy, richness of artistic language and vocabulary, breadth of worldview are the main features that determine the poet's multifaceted work.

May 2023 marks the 80th anniversary of the birth of People's Writer, Professor Elchin Efendiyev. In this regard, the staff of the National Library prepared a methodological manual called "This is the same Elchin." The methodological manual consists of sections: "Awards of the People's Writer Elchin", "Propaganda of Elchin's creativity in cultural institutions", "Elchin's statements about the book", "Statesmen, figures of literature and art, as well as readers about Elchin", "Bibliographic index of works Elchin, published over the past 10 years”, “Dramatic Works of Elchin”, etc. The methodological guide is intended for Centralized Library Systems and Library Branches, as well as readers interested in the work of the People's Writer Elchin.
