The people of Azerbaijan have created an ancient, rich and unique culture. He created valuable assets in various fields of artistic creation, as well as in the field of music creation. Mugham is the pearl of the world music treasure. For our people, mugham is both music, philosophy, and an example of art that touches the human soul.

The state attaches special importance to the development and promotion of mugham art, which has deep roots in the cultural traditions and history of the Azerbaijani people. The large-scale projects implemented by the Heydar Aliyev Foundation under the leadership of Mehriban Aliyeva play an exceptional role in order to protect and develop Mugam, and convey its beauty and deep philosophy to future generations. He characterized mugham figuratively very precisely: "We leave mugham to future generations as a part of our heart and soul. Mugham is capable of instilling in our heirs such qualities as attachment to the roots, national dignity, pride, emotional richness, being able to suffer and share in the suffering of others, spiritual perfection and completeness that mugham himself has."

On November 7, 2003, Azerbaijani mugham was declared a masterpiece of the intangible heritage of humanity by UNESCO. In 2008, Azerbaijani mughams were included in UNESCO's Representative List of the Intangible Cultural Heritage of Humanity.

On the occasion of the International Day of Azerbaijani Mugami, a virtual exhibition called "International Day of Azerbaijani Mugami and Music" was prepared by the staff of the National Library of Azerbaijan.
