By the decision of the General Assembly of the United Nations, since 1992, every year May 5 has been celebrated all over the world as the "International Day for the Protection of the Rights of Persons with Disabilities" in order to to strengthen the integration of people into society.

Protection of the rights of persons with disabilities is one of the main directions of social policy in our country.

The approval of the "State Program for the Protection of Human Rights" on June 18, 1998 is an expression of the high attention paid to the protection of human rights in our country, and is also of great importance in the protection of the rights of the disabled.

On December 28, 2006, the "National Action Plan for the Protection of Human Rights in the Republic of Azerbaijan" was approved, on December 27, 2011, the "National Action Program in the field of increasing the efficiency of the protection of human rights and freedoms in the Republic of Azerbaijan" was approved, for persons with disabilities new normative acts defining social, economic and legal guarantees were adopted.

The Law of the Republic of Azerbaijan "On the Rights of Persons with Disabilities" adopted on May 31, 2018 defines the foundations of state policy regarding persons with disabilities and the duties of the state in the field of protection of their rights, the full and equal implementation of the rights and freedoms of persons with disabilities, their dignity and regulates relations arising in the field of protection of dignity.

In connection with this day, a virtual and traditional book exhibition called "May 5 - International Protection of the Rights of the Disabled International Protection of persons with disabilities" was presented to the users in the National Library.
