October 18 is celebrated as the Day of Restoration of State Independence in Azerbaijan.

As a result of the historical conditions created by the collapse of the USSR at the end of the 20th century, the state of Azerbaijan regained its independence for the second time.

On October 18, 1991, the Constitutional Act "On the State Independence of the Republic of Azerbaijan" was adopted. In the Constitutional Act, the Declaration of Independence dated May 28, 1918 and the Declaration of the Supreme Council of the Republic of Azerbaijan "On Restoring the State Independence of the Republic of Azerbaijan" dated August 30, 1991 were referred to, and it was established that the Republic of Azerbaijan is the successor of the Azerbaijan Democratic Republic. Thus, according to the Constitutional Act "On the State Independence of the Republic of Azerbaijan", the people of Azerbaijan regained their independence on October 18, 1991.

On the occasion of the Day of Restoration of State Independence, a virtual and traditional exhibition called "October 18 - Day of Restoration of Independence" was prepared by the employees of the National Library of Azerbaijan named after M.F. Akhundzade.
