On April 17, 2026, a book exhibition titled "Professor Hikmat Babaoglu" dedicated to the 60th anniversary of the birth of Doctor of Political Sciences, Professor Hikmat Babaoglu, was presented to users at the National Library.

The exhibition displays Professor Hikmat Babaoglu’s monographs, textbooks, and books for which he served as scientific editor and advisor, covering topics such as world politics and international relations, political theory, geopolitics, national ideology, and statehood. It also features literature about his life, scientific and political activities, as well as his academic, public, and political articles published in periodicals.

Hikmat Baba oglu Mammadov (Hikmat Babaoglu) was born on April 17, 1966, in the village of Gollu, Aghbaba region of Western Azerbaijan, into an intellectual family.

He graduated from the Faculty of Political Science of the Baku Institute of Social Management and Politology, as well as from the Faculty of State and Municipal Administration of the Academy of Public Administration under the President of the Republic of Azerbaijan. In 2005, he defended his dissertation titled "Human Rights and Freedoms in a Democratic Society: A Political Analysis of the Experience of the Republic of Azerbaijan" and received a PhD in Political Science. In 2013, he defended his doctoral dissertation titled "The Republic of Azerbaijan as an Actor in Modern International Political Processes" and received a Doctor of Sciences degree in Political Science.

Since 2003, he has been working at the Department of Political Science and Sociology of Baku State University. Since 2014, he has been a professor at Baku State University. Since 2016, he has been a member of the FD 02.101 Dissertation Council operating at the Academy of Public Administration under the President of the Republic of Azerbaijan and chairman of the Scientific Seminar established under this council.

From 2008 to 2021, he served as the editor in chief of the "Yeni Azerbaijan" newspaper. He was elected as a deputy of the V, VI, and VII convocations of the Milli Majlis. On October 8, 2024, he was appointed head of the working group on interparliamentary relations between Azerbaijan and Paraguay, and on February 3, 2025, he became a member of the Disciplinary Commission of the Milli Majlis.

He is one of the first researchers in Azerbaijan to comprehensively study the political aspects of human rights and freedoms.

Hikmat Babaoglu is the author of about 70 scientific works, including 3 monographs, 4 textbooks, and 3 books, as well as curricula and methodological manuals. Under his supervision, more than 20 PhD and doctoral researchers have conducted their studies.

He holds 6 copyright certificates and has represented Azerbaijan at international scientific conferences held in more than 20 countries. He is also a member of the editorial boards of several local and international scientific journals.

On April 16, 2026, by the order of the President of the Republic of Azerbaijan, Hikmat Baba oglu Mammadov was awarded the "Shohrat" Order for his effective activity in the socio political life of the country.

For his professional achievements, he has received various awards, including the "Golden Pen" Media Award (2008), the honorary title "Honored Journalist" (2010), the jubilee medals "100th Anniversary of the Azerbaijan Democratic Republic" (2019) and "100th Anniversary of Heydar Aliyev" (2023), and the 3rd degree order "For Service to the Motherland" (2022), among others.
